BOE Membership Benefits
(NOTE: Government agencies automatically qualify
for member discounts for BOE publications except for the BOE-6000
products.)
The BOE is a unique membership organization
dedicated to helping shippers, carriers, and container manufacturers
comply with the hazardous materials regulations. All railroad members
of the Association of American Railroads are full members of the
BOE. Affiliate memberships are available to:
- Hazardous materials producers and shippers
- Container manufacturers, repair, or reconditioning companies
- Rail, highway, pipeline and marine carriers of hazardous materials
- Anyone interested in the safe transportation and storage of
hazardous materials
Some of the benefits of BOE Membership include:
- One complimentary copy of the BOE's reprint of CFR 49, the BOE
Tariff 6000 Series (includes three quarterly updates) sent to the members headquarters facility.
- Reduced registration for the annual BOE Hazardous Materials Seminar
- Reduced fees for regulatory compliance audits (U.S., Canada, and
Mexico)
- Reduced fees for training services offered by the BOE

The fee for membership is $500 annually and your
membership will expire 12 months from receipt of payment rather
than by calendar year. We are also able to extend to our customers
a new multi-year membership rate. Multi-year rates are as follows:

Major services available to Affiliate Members include the following:
Hazardous Materials Shippers
- Training in the regulations, proper preparation of shipping papers,
marking, labeling, placarding and packaging selection
- Training for safe loading and unloading of railcars and other containers
- Independent, unbiased, confidential inspections of loading, unloading,
and shipping operations to evaluate regulatory compliance status
and opportunities for safety improvement. Inspection results are
not shared with any other organization
- Hazardous Materials Safety problem solving and consulting
- Independent, confidential, unbiased inspections to evaluate regulatory
compliance status and opportunities for safety improvement
- Quality Assurance Audits as prescribed by the AAR Manual of Standards
and Recommended Practices, Specification M-1003
Certification and re-certification inspections of tank car repair
facilities to ensure compliance with the AAR Manual of Standards
and Recommended Practices, Specification M-1002
Railroads
- Training for employees to meet or exceed federal requirements of
49 CFR 172.704
- Inspections of rail yards to assure that railcars are being accepted
for transportation in accordance with DOT regulations. BOE Inspectors
follow up with shippers to correct deficiencies
- Independent, confidential regulatory compliance audits for placarding,
car placement, documentation and other regulatory requirements
- Monthly electronic updates of hazardous materials shipping descriptions
and commodity specific emergency response information for use on
shipping papers in conformance with federal regulations
All Affiliate members may call upon the BOE for consulting
services to meet special needs such as:
- Risk Management
- Special training for loading, unloading tank cars
- Testing and training for blocking and bracing hazardous materials
shipments in trailers and containers
- Emergency response plan development
- Hazardous materials safety research
- Packaging selection
- Regulatory compliance auditing and safety benchmarking
All inspections and/or training provided to members will be charged a flat rate of $890 per day or partial day as compared to the non-member rate of $1780 per day. In addition, we can provide training and inspections to those companies that have facilities in Canada and Mexico*.
